BY-LAWS

 

ARTICLE I – NAME & COLORS

SECTION 1. This organization shall be known as Southgate Youth Soccer Club. All correspondence relating to Southgate Youth Soccer Club shall be sent to the following address:

SECTION 2. This organization shall display the colors of Gold and Black. All Club team uniforms that represent SYSC shall have gold jerseys with black lettering and/or numbering with black shorts; socks shall be gold and/or black.

ARTICLE II – INTENT OF THE CLUB

SECTION 1. The Southgate Youth Soccer Club (hereinafter referred to as the Club) is a single organization which is regulated by the voting members and administered by a duly-elected Board of Directors. It is a self-sufficient and self-directed organization which has its purpose and function, financial and moral assistance for the Club.

SECTION 2. The philosophy of this Southgate Youth Soccer Club is recreational in nature. It is a concept of which the sole purpose is that of personal fulfillment of certain competitive oriented recreational needs and desires. The main purpose of this Soccer Club shall be the development of the children of this community toward good sportsmanship and the carry-over values of athletic knowledge and skills. The Soccer Club shall strive to do so by working with those organizations to whom this Club is responsible and its co-sponsor, Southgate Recreation and Park District.

ARTICLE III – CLUB MEMBERSHIP

SECTION 1. MEMBERSHIP. It is available to all parents, grandparents, and/or guardians of children playing soccer in our Club. Neither Southgate Youth Soccer Club, coaches, nor the Southgate Recreation and Park District shall discriminate for or against an applicant for club or team membership on the basis of race, sec, religion, culture, national or ethnic origin.

SECTION 2. TYPES. There shall be the following types of members.

    1. Player Members: Any player candidate meeting the requirements, applicable rules and regulation of this Club in affiliation with Sacramento Youth Soccer League (SYSL); the California Youth Soccer Association (CYSA); the United State Youth Soccer Association (USYSA); the United States Soccer Federation (USSF); and the Federation International de Football (FIFA); shall be eligible to compete for participation but shall have no rights, duties or obligations in the management or in the property of Southgate Youth Soccer Club.

    2. Regular Members: Any adult participating in Southgate Youth Soccer Club program during the current season will be considered a regular member and entitled to vote at the annual election of Directors. All Officers, Board Members, Committee Members, Managers, Coaches, Referees and other elected or appointed officials, must be active Regular Members in good standing.

    3. Honorary Members: Any person may be elected as an Honorary Member by the unanimous vote of all Board Directors present at any duly-held meeting of the Board of Directors, but shall have no rights, duties, or obligations in the management or in the property of Southgate Youth Soccer Club.

    4. Sustaining Members: Any person that is not a Regular Member and who makes financial or other contributions to Southgate Youth Soccer Club may, by a majority vote of the Board of Directors, become a Sustaining Members, but shall have no rights, duties, or obligations in the management or in the property of Southgate Youth Soccer Club.

    5. As used hereinafter, the word "Member" shall mean a Regular Member, unless otherwise stated.

SECTION 3. EQUALITY OF VOICE IN CLUB MEMBERSHIP. All members of the Southgate Youth Soccer Club shall have the right to express or convey their voice during the annual election of Directors and/or all monthly Board of Directors meeting.

SECTION 4. RULES OF CONDUCT: All Members will, at all times:

    1. Conduct themselves in a courteous and proper manner during games.
    2. Make a reasonable effort to control unruly crowds or spectators.
    3. Adhere to the SPIRIT OF THE GAME as well as to the rule (SYSC 3:06:01D) concerning players playing one-half (1/2) of any scheduled league game.
    4. Abide by and be responsible for knowing the rules and regulations of this Club, League and Associations of which the Club is affiliated.

SECTION 5. SUSPENSION OR EXPULSION. Membership may be terminated by resignation or action of the Executive Board of Directors.

    1. The Executive Board of Directors, by a two-thirds vote of those present at any duly-constituted meeting, shall have the authority to discipline or suspend or terminate the membership of any MEMBER of any TYPE when the conduct of such person is considered detrimental to the best interest of Southgate Youth Soccer Club.

      1. The member involved shall be notified of such a meeting and be informed of the general nature of charges. They will be given the opportunity to appear at the meeting to answer such charges.

      2. The Executive Board of Directors shall, in the case of Player Member, give notice to the manager/coach of the team of which the player is a member. Notice will also be given to parents of the Player Member. Said manager/coach and parents will appear with the player before the Executive Board, which shall have full power to suspend or revoke such player’s right to future participation.

    2. Falsification of records shall be grounds for termination from future participation and/or membership in this Club.

    3. A plea of ignorance to the By-Laws of this Club and that of SYSL’s By-Laws is not sufficient and violators may expect appropriate action by the Executive Board of Directors of this Club.

      1. Any person(s) found guilty of violating the By-Laws of this Club may be asked to appear before the Executive Board of Directors to explain their actions.

ARTICLE IV – AFFILIATION

SECTION 1. This Club shall be an affiliated branch of and comply with the authority of the Sacramento Youth Soccer League (SYSL); the California Youth Soccer Association – N –(CYSA-N); the United States Youth Soccer Association (USYSA); the United States Soccer Federation (USSF); and the Federation International de Football Association (FIFA).

ARTICLE V – MEETINGS

SECTION 1. ANNUAL MEETING. The SYSC Executive Board of Directors shall be elected at the Club’s Annual General Meeting (AGM), and take office on January 1. The fiscal year for Southgate Youth Soccer Club shall be from January 1 through December 31.

SECTION 2. NOTICE OF MEETING. Notice of each meeting of the Members shall be notified or otherwise expressed, when applicable, to each Member at the last recorded address at least ten (10) days in advance thereof, setting forth the place, time and purpose of the meeting.

SECTION 3. REGULAR CLUB MEETINGS. A majority of two-thirds (2/3) by the Board of Directors shall constitute a quorum for the transaction of all business at any Club meetings. Meetings shall be held on the third Wednesday of each month, or at such times deemed necessary to carry out the Southgate Youth Soccer Club objectives.

    1. The agenda for regular meetings shall be as follows:

      3. Acceptance of Minutes of Previous Meeting
      4. Vendors
      5. President’s Report
      6. Vice President’s Report
      7. Registrar’s Report

    2. Any members that desire to be put on the agenda to discuss or express their views on the operation of this Club should notify the Club President or Secretary ten (10) days prior to the meeting.

    3. Any Board Member who fails to attend or send their directorship report, for three (3) consecutive meetings without notification or just cause, will be replaced. The Board of Directors will fill the vacancy with a temporary appointee, until the Annual General Meeting at which time new officers will be elected.

SECTION 4. SPECIAL MEETINGS. Special Meetings may be called by the Board of Directors or by the Secretary or President at their discretion for the sole purpose to make temporary rules or regulations for specific cases or occasions, otherwise not provided for in the By-Laws, but which are deemed necessary to carry out the objectives and function of this Club.

    1. Upon notification, written or otherwise, expressed by two-thirds of the Board of Directors, the President shall call a SPECIAL MEETING to consider a specific subject. No business other than that specified in the notice of the meeting shall be transacted at any SPECIAL MEETING of the Members.

SECTION 5. VOTING QUORUM. A MAJORITY BY TWO-THIRDS (2/3) OF THE Members present shall constitute a quorum for the transaction of all business at any meeting of the Club.

SECTION 6. VOTING. Regular Members, Player Members and their parents who are in good standing with the Club, shall be entitled to vote at the SYSC Annual General Meeting. The elected Board and appointed Board Members of SYSC who are in good standing shall be entitled to vote at all SYSC functions and/or meetings.

SECTION 7. RULES OF ORDER. Roberts Rules of Order shall govern the proceedings of all meetings, except where same conflicts with the Constitution or By-Laws of Southgate Youth Soccer Club.

ARTICLE VI – BOARD OF DIRECTORS

SECTION 1. BOARD AND NUMBER. The management of the property and affairs of Southgate Youth Soccer Club shall be vested in the Board of Directors. The number of Directors shall not be less than four (4) nor more than fifteen (15), and comprised of both the elected and appointed Board Members.

SECTION 2. OFFICERS. The following Officers on the Board of Directors shall be elected at the SYSC Annual General Meeting and shall be referred to as the Executive Board:

    • President
    • Vice President
    • Secretary
    • Treasurer

    1. Upon election, they will take office on the first day of January to enter upon the performance of their duties and shall continue in effect until their successors have been duly qualified and elected.

    2. In the event that two people elected to the Board are related in any way (married, family member, etc.), only one shall have check-signing authority.

SECTION 3. VACANCIES. When a vacancy occurs on the Board of Directors, an appointment will be made by the President with the approval of the remaining Directors by majority vote at any regular meeting.

SECTION 4. MEETING NOTICES. Regular meetings of the Board of Directors shall be held immediately following the annual election and on such days thereafter as shall be determined by the Board. The President or the Secretary may, whenever any of them deems it advisable, the Secretary shall, at the request of the four (4) Directors, issue a call for a SPECIAL MEETING of the Board. Notice of each meeting shall be given by the Secretary to each Director, written or otherwise, at least three (3) days before the time appointed for the meeting to the last recorded address of each Director, or by telephone or personal notice twenty-four hours preceding the meeting. In the case of SPECIAL MEETING, such notice shall include the purpose of the meeting. No business other than that specified in the notice of the meeting shall be transacted.

SECTION 5. QUORUM. Each member of the Board of Directors shall be entitled to cast one (1) vote on any matter of business. Two-thirds (2/3) members of the Board of Directors shall constitute a quorum for the transaction of business. The President shall vote only in the case of a tie.

SECTION 6. ANNUAL REPORTS. All annual reports and records are due in January and will be presented to the newly-elected Board at the first meeting in February. Reports are to be verified by either the President or Treasurer or a majority of the Directors.

SECTION 7. DUTIES AND POWERS. The Board of Directors shall be responsible for fulfilling the INTENT of the Southgate Youth Soccer Club and have the power to appoint such standing committees as it shall determine and to delegate such powers to them as the Board deems necessary.

    1. The Board may adopt such rules and regulations for the conduct of its meetings and management of the Club as it may deem proper.

SECTION 8. REMOVAL, SUSPENSION OR DISCIPLINE. The Executive Board shall have the power by two-thirds (2/3) vote of those present at any regular or SPECIAL MEETING to discipline, suspend or remove any type Member, Officer or Committee Member of the Local Club in accordance with the procedures set forth in Article II, Section 5, A.

ARTICLE VII – ELECTED OFFICERS’ DUTIES AND RESPONSIBILITIES

SECTION 1. DUTIES AND RESPONSIBILITIES.

    1. PRESIDENT. Presides at all Club meetings and assumes full responsibility for the operation of Southgate Youth Soccer Club. Represents the Club in an official capacity at all SYSL meetings and must be in good standing with the League. Receives all mail, supplies and other communications from SYSL headquarters. Insures that the Club personnel are properly briefed on all phases of rules, regulations and policies with the SYSL. The President only votes in case of a tie.

    2. VICE PRESIDENT. Presides in the absence of the president. Works with other officers and committee members, is ex-officio member of all committees and carries out such duties and assignments as delegated by the President.

    3. SECRETARY. It shall be the responsibility of the Secretary to send out notices of meetings, records the minutes of each meeting and preserve all official records, the master calendar and documents of the Club and its activities. Prepares the Club Annual Report for distribution to all Regular Members. The Secretary is also responsible for the development and distribution of the Club newsletter to its members on a quarterly/bimonthly/monthly basis, or as deemed necessary by the Board of Directors.

    4. TREASURER. It shall be the responsibility of the Treasurer to sign checks co-signed by the President or Vice President to dispense and/or receive funds for deposit in the Southgate Youth Soccer Club account, as approved by the Board of Directors. Prepares a monthly itemized financial report for distribution to the Board of Directors at the regular monthly Club meetings. Keeps Club books and financial records, prepares budgets and financial statements and assumes the responsibility for all the Club finances.

ARTICLE VIII – APPOINTED BOARD POSITIONS

SECTION 1. The following positions will be appointed by majority vote of the elected Board Members and are entitled to vote in all matters that come before the Board with the exception of approving, removing or disciplining managers and coaches, and in cases under SECTION 3 of this same article. Appointed Board Members much be active Regular Members in good standing but such person shall have no rights, duties or obligations in the management or in the property of the Club. Appointed Board positions are as follows:

    1. Registrar
    2. Head Coach
    3. Equipment Manager
    4. Uniform Manager
    5. Referee Coordinator
    6. Fund-Raising Coordinator
    7. Photo Coordinator

SECTION 2. The Executive Board of Directors may create and appoint other Board positions as needed to help with the duties and assignments to fulfill the purpose of the Club.

SECTION 3. Appointed Board Members may not vote to approve, remove or discipline any other Board Member, elected or appointed. Appointed Board Members may be removed or disciplined by the Executive Board in accordance with the procedures outlined in ARTICLE III, SECTION 5, A.

SECTION 4. Appointed Board Members’ terms of office shall conclude with the seating of the newly-elected Executive Board of Directors on the first day of January of each year.

ARTICLE IX – APPOINTED OFFICERS’ DUTIES AND RESPONSIBILITIES

SECTION 1. DUTIES AND RESPONSIBILITIES.

    1. REGISTRAR. Maintains register of members, coaches and directors. Other duties assigned are as follows:

      1. Coordinate registration dates and times with the Sacramento Youth Soccer League (SYSL) Officers. Three (3) registration dates will be established and distributed to all former registered players and any other media possible.
      2. Register eligible applicants in their proper age division.
      3. Collect all registration fees for turn in to the Club Treasurer.
      4. Develop Club Teams. Insure that existing teams and coaches will be kept together, unless otherwise requested by the parent, at which point the Registrar will assign them to a team that is available at her or his discretion.
      5. Place new players on teams, when possible, with players of the same birth year. Only those teams with a minimum of 11 players (U10 – U19) or 7 players (U8) will be registered with the League Registrar. A maximum of 14 (U10 – U19) and 10 players (U8) will be assigned, unless approval is obtained by the team coach in writing.
      6. WAITING LISTS. Players will be placed on a waiting list after all existing teams are filled. Players will be picked up off the waiting list in the order of their registration.
      7. Register Club Teams with the SYSL. Register and complete any forms needed concerning them and/or players.
      8. The Club Registrar shall NOT be allowed to coach a team within the Club except at the U6 and U8 levels.
      9. Supply Club Secretary with a team roster for Board Members and team coaches.
      10. Prepare a monthly report, written or otherwise, on Club strength to the Board of Directors at the regular monthly meeting, or as deemed necessary by the Board.
      11. The Registrar shall be responsible to the Board of Directors.

    1. HEAD COACH. Assist the Registrar in verifying birth records and eligibility of players. Assist the Equipment and Uniform Manager in determining future needs of sports equipment and uniforms. Other duties assigned are as follows:

      1. As field coordinator, establish season workouts and practice schedules for the Club Teams and distribute to coaches.
      2. Observe all soccer division games and practices on a periodic basis.
      3. Schedule and hold periodic coaches’ meetings before and during regular season. Coordinate and/or conduct training sessions for coaches.
      4. Prepare a monthly report, written or otherwise, on Coach strength and activities to the Board of Directors at the regular monthly meeting, or as deemed necessary by the Board.

    2. EQUIPMENT MANAGER. Is responsible for maintaining the use, care, distribution, collection and storage of all Club uniforms. Other duties assigned are as follows:

      1. Keep inventory records of all Club uniforms distributed and/or in stock.
      2. Prepares a monthly report, written or otherwise, of all Club uniforms in stock and/or required by the Board of Directors at the regular monthly Club meeting, or as deemed necessary by the Board.
      3. The Equipment Manager shall be responsible to the Board of Directors.

    3. UNIFORM MANAGER. Is responsible for maintaining the use, care, distribution, collection and storage of all Club uniforms. Other duties assigned are as follows:

      1. Keep inventory records of all Club uniforms distributed and/or in stock.
      2. Prepares a monthly report, written or otherwise, of all Club uniforms in stock and/or required by the Board of Directors at the regular monthly Club meeting, or as deemed necessary by the Board.
      3. The Uniform Manager shall be responsible to the Board of Directors.

    4. REFEREE COORDINATOR. Recruits, schedules and supervises all volunteer (certified/non-certified) referees’ home game assignments within the Club. Other duties assigned are as follows:

      1. Observe all soccer division games and practices on a periodic basis.
      2. Schedule and hold periodic referees’ meetings before and during regular season. Coordinate and/or conduct training sessions for all referees in the Club.
      3. Prepares a monthly report, written or otherwise, of all Club staffed referees; current and proposed budgets to the Board of Directors at regular monthly Club meetings, or as deemed necessary by the Board of Directors.
      4. The Referee Coordinator shall be responsible to the Board of Directors.

          F. FUND-RAISING COORDINATOR. Is responsible for the distribution of all items related to fund-raising events, i.e., candies, novelties, etc.; also, the collection of funds and the distribution of prizes to the players. Other duties assigned are as follows:

      1. Prepares a monthly report, written or otherwise, on all items in stock, sales activities and expenses to the Board of Directors at the regular monthly Club meeting, or as deemed necessary by the Board of Directors.
      2. The Fund-Raising Coordinator shall be responsible to the Board of Directors.

      G. PHOTO COORDINATOR. Schedules, coordinates and supervises the taking of team photos and distributes completed packets to players. Other duties assigned are as follows:

        1. Prepares a monthly report, written or otherwise, on all photo activities and expenses to the Board of Directors at the regular monthly Club meeting, or as deemed necessary by the Board of Directors.
        2. Photo Coordinator shall be responsible to the Board of Directors.

ARTICLE X – MANAGERS AND COACHES

SECTION 1. Team Managers and Coaches who are in good standing with the Club shall be appointed annually by the President, and approved by the Board of Directors.

SECTION 2. QUALIFICATIONS. Managers and Coaches must exercise good sportsmanship, display leadership abilities and be able to work well with children and adults. Each team must have a Manager and Coach, and/or Assistant Coach, to register for seasonal play. All Managers and Coaches must be adults.

SECTION 3. DUTIES AND RESPONSIBILITIES.

    1. Attend all meetings organized by the Head Coach and carry out duties related to the team which are designated by the Head Coach.
    2. Attend sanctioned referee/coaches’ clinic sponsored by the Club at least once every two (2) years.
    3. C. Assume full responsibility for equipment issued to their teams. The equipment shall be used for the Club only and will be returned to the Equipment Manager at the end of the season.
    4. Assistant Coaches shall be appointed by their respective Manager/Coaches with the approval of the Board of Directors.
    5. Managers/Coaches/Assistant Coaches will be required to participate in work details on designated playing field.
      1. Check the playing field prior to each home game for possible safety hazards.

      F. Conduct team practices for their designated team.

          G. Insure that all accident, protest, game cards and applications for tournaments are filled out properly and submitted to their respective origins within the time allotted.

          H. Team Manager/Coaches are to coordinate and/or provide one referee per team on all designated home games.

          1. Contact visiting team coach prior to home game to confirm date, time and location.

          I. Adhere to the Rules and Regulation so SYSL 3:03.

          J. Team Manager/Coaches who are in good standing can hold an office, vote and make motions within the Club.

          K. Managers, Coaches and Assistant Coaches shall be responsible to the Club Head Coach and/or the Board of Directors.

          ARTICLE XI – FINANCIAL AND ACCOUNTING

SECTION 1. The Board of Directors shall decide all matters pertaining to the finances of the Club and it shall place all income in a common Club treasury, directing the expenditures of same in such manner as will give no individual or team an advantage over the other.

SECTION 2. The Board shall not permit the contribution of funds or property to individual teams or players but shall solicit for the common treasury of the Club, thereby to discourage favoritism among teams and to endeavor to equalize the benefits of the Club.

SECTION 3. The Board shall not permit the solicitation of funds in the name of the Club unless all of the funds so raised are placed in the Club treasury.

SECTION 4. The Board shall not permit the disbursement of the Club funds for other than that to conduct the Club’s business activities in accordance with the rules and policies set forth in its By-Laws.

SECTION 5. All monies received shall be deposited to the credit of the Club in a Board-approved bank and all disbursements shall be made by check. All checks shall be signed by the Club Treasurer, President and/or Vice President.

SECTION 6. No Director, Officer or any type Member of the Club shall receive, directly or indirectly, any salary, compensation or emolument from the Club treasury for services rendered as Director, Officer or Member.

SECTION 7. The Club shall not assume, nor be liable for, the debts nor the financial responsibilities, either implied or incurred, for any of its members.

SECTION 8. DISSOLUTION. Upon dissolution of the Club, all assets remaining after payment of all debts and claims resolved shall be turned over to the Sacramento Youth Soccer League for the express purpose of the development of youth soccer.

SECTION 9. The Club has been formed as a charitable, non-profit organization by the majority vote of its members, and by a majority vote of the Board of Directors. These By-Laws and any League or Club rules and policies shall be published annually and distributed to the Board of Directors.

ARTICLE XII – AMENDMENTS

SECTION 1. Amendments to the By-Laws may be revised or amended by a two-thirds vote of the members present at any regular monthly meeting, providing these additions or revisions have been brought before the voting members at one of the previous Board meetings, at which time voting will take place at the following meeting.

SOUTHGATE YOUTH SOCCER CLUB

SPECIAL RULES AND POLICIES

 

SECTION 1. RULES AND REGULATIONS: All rules set forth in the Official Sacramento Youth Soccer League (SYSL) Rules and Regulations will govern all Southgate Youth Soccer Club (SYSC), in addition to any Special Rules and Policies established by SYSC.

SECTION 2. REFUND POLICY: Registration fees will be refunded to all players who meet the required guidelines established by SYSC and approved by the Executive Board. They are:

    1. One hundred percent (100%) up to the 3rd Wednesday of August.
    2. Fifty percent (50%) up to the 3rd Wednesday of September.
    3. NO REFUND AVAILABLE AFTER THE 3RD Wednesday of September.

SECTION 3. OPTIMIST FUND: This fund was established to financially help with the registration costs. It is loan intended to help those players who are unable to obtain financial support during registration sign-ups. Payback is expected within sixty (60) days upon acceptance and approval of the application. Failure of repayment will result in expulsion of the player from the club and a letter of "BAD STANDING" will be submitted to the League.

SECTION 4. COACHES/ASSISTANT COACHES:

    1. Who have been approved by the Executive Board shall abide by all Official SYSL Rules and Regulations and any Special Rules and Policies pertaining to that of Southgate Youth Soccer Club. If such Rules and Regulations are not complied with, the Executive Board shall have the authority to suspend and/or expel such Coach/Assistant Coach under Article III, Section 5: A(2) of the SYSC By-Laws.
    2. Each team shall have one (1) Coach and one (1) Assistant Coach of record and approved by the Executive Board.
    3. All games and practices will be supervised by either Coach and/or Assistant Coach.

      1. Any team short of approved assistant coaches during Club games may ask an adult parent of their team to assist, but only to supervise and maintain the discipline—NOT TO COACH.

    4. Each team shall have a TEAM PARENT before the start of the first scheduled practice.
    5. NO field will be reserved and/or scheduled for practice without the authorization of the Club Head Coach.
    6. The HOME TEAM, prior to the start of the first game of the day, will set up nets, corner flags and unlock the restrooms and gates. The Home Team scheduled for the last game of the day will take down nets and corner flags (which must be returned to Head Coach by the same day) and lock the restrooms and gates.
    7. All medical release forms are to be kept in the Coaches’ possession at all times; i.e., practice and League games. Any player who does not have a medical release form on file will not be eligible to practice and/or play.
    8. Coaches may bench a player for disciplinary reasons but must report this action to the Head Coach. At the second (2nd) offense for benching the same player, the Coach, player, player’s parents/guardians and Head Coach must appear before the Executive Board for further determination.

SECTION 5. PLAYERS AND CONDUCT:

    1. Any parent wishing to have his or her child remain or move down in any age division, for any reason, must do so by notifying, in writing, the SYSC Registrar and designate it when filling out the registration form. If the reason is medical, a doctor’s release form must accompany the written request. Any parent who desires to have his or her child move up one age division must designate so when filling out the registration form. A doctor’s release form will not be required. Requests to move MORE than ONE age group division, up or down, must be presented before the SYSL Executive Board.
    2. All U10 male players and up are encouraged to wear athletic supporters.
    3. Any player who is found climbing fences, goal posts or willfully destroying or defacing park and/or school facilities will be dealt with accordingly. The player may be expelled from the Club, based on the severity of his/her actions. Parents will be held financially responsible for any damages incurred.

      1. Any player using foul language or exhibiting gross misconduct, i.e. fighting, kicking or spitting, with players and/or spectators during practice and/or games will be suspended from the team and appear before the Executive Board for further determination.

SECTION 6. SYSC SOCCER REFEREES:

    1. Under the supervision of the SYSC Referee Coordinator, the Referee Officials are responsible for officiating youth recreational and competitive soccer games, in strict accordance with the rules as established by the Sport Governing Board (FIFA) and by the rules and regulations as established by the Southgate Youth Soccer Club in affiliation with the Sacramento Youth Soccer League.

      1. Salary for officiating SYSC games will be determined by the Executive Board.
      2. Schedules and payment for actual games will be equally distributed to all referees on staff, as determined by the SYSC Referee Coordinator.

SECTION 7. CHAIN OF COMMAND:

    1. No team coach, assistant coach, or any other Club official shall consult SYSL Officials on Southgate Youth Soccer Club business. This includes but is not limited to: potential protests, protests in effect, interpretation of rules and League policies.

      1. It is the purpose of the Southgate Youth Soccer Club to be able to take care of all business regarding anything that may occur. If this cannot be done without involving SYSL, and the coaches and/or assistant coaches or any other Club official had advised either the President, Vice President, or Head Coach, then a member of the Executive Board will accompany this person or persons to SYSL for appropriate action. Violation of this section will result in the implementation of Rules and Policies of Southgate Youth Soccer Club Section 4 (A).

COACH REMOVAL PROCEDURE

 

 

      1. Complaint must be written and signed by all team parents.
      2. Parents must appoint a Foreman.
      3. Any parent that does not sign will be considered a vote of support for the Coach.
      4. There must be 75% of team parent support for removal to further the procedure.

        1. A special meeting of team parents and Board members will be scheduled. (Team parents will consist of parents for and against the coach’s removal.)
        2. Eighty percent (80%) of the Board must be in attendance. (Coach may be in attendance, but it is not recommended.)
        3. Views both for and against the coach will be heard.
        4. At the end of the hearing a secret ballot will be taken and counted. It will take 75% for a Board decision.
        5. The meeting with parent will end and the Board will discuss the matter and make their decision.
